Description

The Department of Transportation (DOT), Federal Aviation Administration (FAA) awarded a follow-on contact to International Business Machine (IBM) Corporation, on September 27, 2021, for the Air Traffic Organization, Automation and Terminal Services (ATO-E) - Offshore Data Processing System (OFDPS) Second Level Engineering Maintenance and Sustainment support.

The Offshore Flight Data Processing System (OFDPS) is a legacy system and a critical part of the NAS at the Honolulu Control Facility (ZHN/HCF). OFPDS requires continuous and safe operation without disruption. The FAA has a requirement to continue software, hardware maintenance sustainment and maintenance. The OFDPS is currently operational only at the ZHN/HCF site located in Honolulu, HI, and the OFDPS laboratories located at the FAA William J. Hughes Technical Center (WJHTC/Technical Center), City, NJ.

The FAA posted a market survey on September 23, 2020 and received only two responses; one from the incumbent and one from an interested vendor. The non-incumbent's survey response was unclear and it did not respond to the FAA's request for clarification.

This is a Time and Material type contract with a base 12 month period, including five (5) one year options, at a total estimated value of $8,893,379.62.
