The U.S. Army Corps of Engineers, Baltimore District (NAB), has been tasked to solicit for and award construction services for the Building 20 Officer?s Club Renovation. The proposed project will be a competitive, firm-fixed-price (FFP), design-build (DB) contract procured in accordance with FAR 15, Contracting by Negotiations, under a two-step Best Value Tradeoff Process. The scope includes the repairs and alterations to Building 20?s kitchens and food service areas to meet the needs of the user and address current building code deficiencies. Renovation to the large/main kitchen on second floor (complete gut, all new appliances to include walk-in refrigerator and freezer, and two commercial garbage disposals), new floors, improved/streamline food prep. Modification to the third-floor kitchen (relocate some of the existing second floor kitchen appliances) to allow it to be used while the second-floor kitchen is being renovated. Remove and replace old commercial garbage disposal, first floor kitchen and food service areas: replace commercial dishwasher, and commercial garbage disposal, provide better ventilation, remove wall adjacent to dishwasher, and repair floors. Replacement of two elevator systems, one freight and one passenger, with maximized interior cab dimensions. Add new elevator stop and rear access elevator door at first floor kitchen level. Upgrade power for the second-floor kitchen renovation and for two future commercial laundry appliances at the first-floor laundry/telecom room. Provide manual transfer switch and hook-up for portable/leased generator to power entire facility. Fire suppression and fire alarm/mass notification systems shall be compatible with the existing systems to meet current standards.*****************************BE ADVISED: Due to technical issues, the PIEE and SAM.gov notices identify the solicitation number as W912DR23R9004. Background
The Ft. Belvoir Officer’s Club was originally built in 1935 and has gone through multiple renovations and upgrades over the past 80 years. The kitchens were last renovated in the 1980’s and have not seen any repairs since. The Fort Belvoir Officer’s Club is in a general state of failure. Work will be done to repair the building utility systems and allow for more effective use of existing space.

The Mount Vernon Room kitchen, Potomac kitchen, and the Castle Room kitchen (approximately 4,200 SF); dishwasher room (approximately 1,440 SF); and approximately 8,500 SF of food service area will be repaired/restored. This will include upgrades to the walk-in refrigerators/freezer, hoods with suppression system, and the HVAC system. The goal is to streamline food preparation and meet industry standards and codes.

Work Details
This is a two-phase Design-Build solicitation for the renovation of Building 20 at the Officer’s Club located in Fort Belvoir, Virginia. Phase I submissions will be reviewed and a maximum of five (5) of the most highly qualified proposals will be invited to submit Phase II proposals. The proposal conditions include requirements for bid submission, competition is stated as Competitive 8(a), and detailed instructions are provided for proposal submission through electronic means. The solicitation also outlines requirements for submitting proposals under Phase I criteria initially, with further details on how to submit electronically through the Procurement Integrated Enterprise Environment (PIEE).

Period of Performance
The contract performance period requires the contractor to begin work within 730 calendar days and complete it within 10 calendar days after receiving notice to proceed.

The construction projects will be performed at Fort Belvoir, Virginia.
