Office of Naval Research (ONR) - Strategic Thinking Course

Background
The Office of Naval Research (ONR) is seeking to develop and sponsor professional, executive-level development for Senior Contract Officers and Acquisition Professionals of the United States Navy (USN). This initiative aligns with the mission of the Assistant Secretary of the Navy (ASN) for Research, Development, and Acquisition (RD&A) to enhance the efficiency and effectiveness of contracting processes.

The Strategic Thinking Course aims to provide key leaders with the skills necessary to navigate complex national security environments and support the Department of Defense's National Security Strategy.

Work Details
The contractor shall establish a 5.5-Day Strategic Thinking Course at a regionally or nationally accredited university or college. The course will focus on enhancing strategic thinking capabilities among ONR Code 02 Senior Contract Officers. Key tasks include:
1. Developing a curriculum that aligns with the Navy Leader Development Framework (NLDF) 3.0, emphasizing long-range strategic vision over tactical solutions.
2. Providing qualified instructors who can effectively deliver course content.
3. Offering administrative support, including lodging and meals for participants.
4. Ensuring that ethical decision-making is integrated into the curriculum.
5. Facilitating an environment conducive to learning that encourages networking among acquisition professionals across various services.

Period of Performance
The contract will cover the duration necessary to conduct one Strategic Thinking Course, specifically designed for FY 2025.

Place of Performance
The course will be held at a regionally or nationally accredited university or college in the United States.
