Description

Established in 1995, the U.S. Department of Health and Human Services (HHS) Program Support Center (PSC) was created to provide a centralized support organization for HHS and other federal agencies. Over the years, PSC has expanded its services to include a range of administrative and operational support functions, such as financial management, occupational health, , real estate, logistics, and myriad other operational services including physical security and personnel suitability services. Today, PSC operates as a full-service shared services provider, under three portfolios (Financial Management, Federal Occupational Health and, Real Estate and Logistics) delivering high-quality and cost-effective support to help agencies meet their goals and objectives. With a dedicated workforce and a commitment to innovation and excellence, PSC has become an essential partner for agencies across the federal government.

The Purpose of this requirement is for PSC to procure subject matter expertise to directly support the Director on key activities to enhance mission performance, business execution, operations management, stakeholder engagement, customer satisfaction, and Information Technology (IT) modernization.

Background

PSC has expanded its services to include a variety of administrative and operational support functions, such as financial management, occupational health, real estate, logistics, physical security, and personnel suitability services.

As a full-service shared services provider, PSC aims to deliver high-quality and cost-effective support to help agencies achieve their goals. The center operates under three portfolios: Financial Management, Federal Occupational Health, and Real Estate and Logistics. PSC's extensive service scope is designed to streamline operations, reduce costs, and enhance overall performance for federal agencies.

Work Details
The contractor will provide subject matter expertise to support the Director in enhancing mission performance and operational management. Key tasks include:

1.1 Workforce Strategy Development: Conduct workforce assessments to identify skills gaps and future needs; deliver a comprehensive workforce strategy including recruitment and retention plans; establish continuity frameworks for organizational stability.

1.2 Service Catalog Modernization: Develop a modernized service catalog with detailed service descriptions, charging methodologies, governance rules for updates; provide training for government personnel on maintaining the catalog.

1.3 Assessment of SOPs: Review existing Standard Operating Procedures (SOPs) and desk guides; recommend updates or new documentation; develop a streamlined format for SOPs; collaborate with stakeholders for tailored enhancements; lead training sessions on updated SOPs.

Period of Performance
The anticipated award date is in the Third Quarter of fiscal year (FY) 25 with a potential duration of three years.

Place of Performance
The primary place of performance will be at the contractor’s facilities or remote locations, with required in-person attendance within the Washington DC Metro Area (Rockville MD or Washington DC) as necessary.
