Description

The U.S. Army Corps of Engineers New England District is issuing a Solicitation Notice for Office HVAC System Replacement, Colebrook River Lake, Colebrook, CT.

THE WORK CONSISTS OF: Contractor shall furnish all materials, labor and equipment to remove the existing hydronic heat system and all associated components and piping at the Colebrook River Lake Project Office and replace it with a 50-60K BTU energy star or equivalent, 96% AFUE rated or higher, forced air propane Heating, Ventilation, and Air Conditioning (HVAC) system and energy star or equivalent hybrid heat pump water heater. As part of the work, the Contractor shall also remove existing hydronic heaters from the garage bays and install new high efficiency propane heaters. The heating system will be updated from oil to propane.

This procurement is set-aside for small business vendors. The applicable NAICS code is 238220 with a Small Business Size Standard of $19 Million.

Background
The U.S. Army Corps of Engineers – New England District is issuing a solicitation for the replacement of the Office HVAC System at Colebrook River Lake, located in Colebrook, CT. The mission of the Corps is to provide essential engineering services and support to the nation. This contract aims to enhance the energy efficiency and operational effectiveness of the facility's heating and cooling systems.

Work Details
The work consists of furnishing all materials, labor, and equipment necessary to remove the existing hydronic heat system and all associated components at the Colebrook River Lake Project Office. The contractor will replace it with a 50-60K BTU energy star or equivalent, 96% AFUE rated or higher forced air propane HVAC system and an energy star or equivalent hybrid heat pump water heater. Additionally, existing hydronic heaters from the garage bays will be removed, and new high-efficiency propane heaters will be installed. The heating system will transition from oil to propane.

Specific tasks include:
1. Demolition: Deenergize electrical components for safety; remove existing oil boiler (Weil-McClain model P-WTGO-3) and associated piping; properly dispose of a 500-gallon exterior concrete oil tank; cap and seal existing lines; remove hydronic heaters from garage bays; patch holes in the floor.
2. Installation: Install a 50-gallon heat pump water heater with necessary piping; install a 60k BTU variable speed furnace with ducting and programmable thermostat; install a two-ton condensing unit on an oil tank pad; replace existing propane tank with a new 500-gallon tank; safely energize and test all new equipment.

Period of Performance
The contract period of performance is set for 120 days after the Notice to Proceed.
