OFAC Information Technology Operations and Development Support

Background
The Office of Foreign Assets Control (OFAC) is seeking information regarding vendors who can provide operations and maintenance to legacy TOS systems while taking ownership of the modernization project to convert legacy systems to new technologies. Interested vendors should submit a Capability Statement no later than 1:00 PM on Monday, 25 March 2024.

Work Details
The objective of this Work Request (WR) is to provide systems development and enhancements of OFAC’s Consolidated Technology Systems (OCTS) applications. The contract includes enhancement and development of OFAC’s current systems during the period of performance. The Contractor shall provide support for the OCTS line of business applications including Program Management Support, Production (On-demand) Support, O&M Support, Database Administration, Cloud-hosted Application Support, OASIS Platform Modernization, New Application Development with OCTS, Testing and Documentation.
The contractor will also manage, document, and validate business and technical requirements from the user community; develop a project plan/schedule; provide emergency production fixes as needed for OCTS line of business applications; provide software development activities for cloud migration activities; facilitate solution architecting; provide platform environment configuration, administration, and development support in defined PaaS applications; provide business analyst support; track project progress; manage project risk management and change management processes; present project updates during monthly updates; ensure risks and issues are defined, reported, and resolved in coordination with government program managers; establish a regular communications cycle/plan so that all project participants share knowledge and statuses regarding the project on a timely basis; provide recommendations to OFAC where needed on system requirements and technological efficiencies.

Period of Performance
The period of performance for this effort shall be from Date of Award through the defined execution period.

Place of Performance
The contractor shall work primarily in the greater Washington DC metropolitan area at the Treasury Annex located at 701 Madison Pl NW, Washington, DC 20005. While options may exist for remote work as determined during award, there is an expectation for routine management engagement in the Washington DC metropolitan area.
