Description

The Naval Air Systems Command (NAVAIR) V-22 Joint Program Office (PMA-275), at Patuxent River, MD intends to award a Cost Plus Fixed Fee (CPFF) delivery order under the Basic Ordering Agreement N00019-24-G-0005 to The Rolls-Royce Corporation 450 S. Meridian St, Indianapolis, IN 46225-1103. This award will be on a sole source basis. The procurement will provide Non-recurring engineering (NRE) for the Feasibility Assessment and delivery of an Engineering Change Proposal (ECP) for development, qualification, and procurement of an improved AE1107 Engine Torquemeter Monopole (TMM) Sensor, in support of PMA-275's V-22 Osprey Drive System Safety and Health Information (ODSSHI) program. The procurement is intended to include options for procurement of the improved sensors for integration on approximately 327 aircraft in the V-22 fleet. The quantity identified herein is estimated and may be adjusted to reflect other such quantities to meet fleet aircraft safety requirements or as may be authorized and appropriated by Congress.

The proposed contract action is for efforts that the Government intends to solicit and negotiate on a sole source basis under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Rolls-Royce is the sole developer, designer, and manufacturer of the V-22 AE1107C engine and is the only responsible source with the necessary access to the technical data and requite expertise to perform the contemplated effort within the required schedule.

This notice of intent is NOT a request for competitive proposals. However, the Government will consider any capability statement in response to this requirement received electronically within fifteen days of publication of this synopsis. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
