Description

This justification and approval (J&A) authorizes and approves the continued use of an
existing Indefinite-Delivery Indefinite-Quantity (IDIQ) contract (N00019-20-D-0007)
required to execute continued development, installation/integration, testing, training, and
delivery of the F-35 Autonomic Logistics Information System (ALIS) and Operational Data
Integrated Network (ODIN) via Lockheed Martin Aeronautics Company (LM Aero). Orders
awarded under the IDIQ contract will include both new capability development and current
software modifications. In addition, contract requirements will support the ALIS-to-ODIN
(A2O) re-architecture endeavor which will modernize ALIS in accordance with information
technology and software development best practices; it is complications within the A2O rearchitecture
requirement, in addition to a better understanding of the requirement during
performance, that forced the additional task order period of the ID/IQ contract. Contract
requirements will also include the production of early prototypes and low rate production of
A2O hardware, and administrative support of the A2O system. It includes limited production
of current hardware to replace components reaching end of life.
Under the IDIQ contract, the contractor shall deliver modernized F-35 ALIS software. This
software will consist of new capabilities and improvements to the current software baseline.
The contractor shall support development, integration, testing, training, and rollout/fielding
of new software products. The contractor shall support integration of all new software with
LM Aero supply and configuration management systems.
The contractor shall also support engineering and architecture analysis, design and
requirements analysis for the A2O modernization effort. Following design support, the

contractor shall support the creation of the initial minimum viable capability release (MVCR)
based on the improved architecture.
The ALIS system supports all aspects of F-35 operations, maintenance, and logistics. ALIS
provides the ability to manage maintenance actions, manage F-35 air system parts supply,
monitor aircraft system health, manage flight scheduling, manage mission planning, deliver
training and track qualifications, and provide failure reporting and corrective action analysis,
among multiple other functions. ALIS directly connects with multiple LM Aero systems that
manage the configuration of the aircraft and interact with parts suppliers.
The contractor shall also support the standup of government A2O software development and
test support via the 309th Software Engineering Group at Hill Air Force Base, and support
required service/partner-led test events.
