NOTE: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and market research planning purposes. This RFI shall not be construed as an obligation on the part of the Government. This is NOT a Request for Quotations or Proposals. The Government may or may not issue a formal solicitation as a result of the responses received to this RFI.
The Government will not pay for any response or demonstration expenses. All costs incurred responding to this RFI will be solely at the interested party's expense. Failure to respond to this RFI will not preclude participation in any future solicitation. Any information received will become the property of the Government and will not be returned to the submitter. Interested parties are responsible for adequately marking proprietary or sensitive information.
The Government's explicit intent, in this request for information, is to not receive from respondents any proprietary data, trade secrets, business sensitive information, or information considered CONFIDENTIAL under 18 U.S.C. 1905. The Government's constraint does not in any way relieve contractors from their responsibility to properly mark proprietary data when it is provided, nor does it alleviate any requirement for the Government to protect marked data. The Government is not obligated to protect unmarked data.

DESCRIPTION
The Department of Homeland Security (DHS) Office of Health Security (OHS) is conducting market research to inform the acquisition strategy and technical requirements for a commercial, configurable Occupational/Employee Health Electronic Health Record / Management Information System (Occ Health EHR/MIS) to support the health and readiness of DHS civilian personnel particularly law enforcement and other safety sensitive roles across the full employment lifecycle, from preplacement through retirement or separation.
OHS is the principal medical, workforce health and safety, and public health authority for DHS. OHS leads and coordinates health security activities across DHS Components, including:
- Workforce health protection and occupational medicine;
- Medical readiness for law enforcement and other safety sensitive roles;
- Healthcare oversight for individuals in DHS custody; and
- Support to national preparedness and response missions.
To support these missions, OHS, in coordination with DHS Components and the Office of the Chief Information Officer (OCIO), is assessing options for a commercial Occ Health EHR/MIS that can:
- Serve as the authoritative occupational health record and repository for DHS civilian personnel (~200,000 employees);
- Support both direct care clinics and Components that primarily review exams performed by external providers;
- Combine encounter based clinical documentation with robust medical surveillance, longitudinal case management, and exposure informed decision support;
- Operate securely across a multi-Component, high risk, and geographically dispersed workforce.
RFI PURPOSE
The purpose of this RFI is to:
- Inform industry of DHS-wide occupational and employee health EHR/MIS requirements, needs and objectives;
- Understand current commercial capabilities and deployment approaches; and
- Obtain feedback that may inform future acquisition planning and strategy.

SUBMISSION INSTRUCTIONS
NOTE: All responses to this RFI shall be provided using the RFI Response Form link. In the event an industry response is incomplete or not provided at the link provided, DHS will not review and consider the response. The submission should include summary responses. Submissions are due no later than June 3, 2026, 5:00 PM ET.
Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.
RFI ADJUDICATION AND RESPONSE
DHS truly appreciates all feedback that industry is willing to provide associated with this RFI. DHS does not intend on communicating its evaluation of and potential responses to feedback received. Information provided shall be reviewed and considered internally by DHS as it finalizes its market research, applicable strategies, and draft documentation. The review of feedback by DHS may include contractor support with non-disclosure agreements (NDAs) on file.

Background

This system aims to support the health and readiness of DHS civilian personnel, particularly in law enforcement and other safety-sensitive roles, throughout their employment lifecycle from pre-placement to retirement or separation. Work Details
The Occ Health EHR/MIS will serve as an authoritative occupational health record for approximately 200,000 DHS civilian employees. It must support both direct care clinics and components that review exams from external providers.
Key functionalities include:
- Combining encounter-based clinical documentation with robust medical surveillance and longitudinal case management.
- Enabling secure operation across a multi-component, high-risk workforce.
- Supporting occupational health activities including employee health examinations, workplace injury documentation, drug testing workflows, immunizations, medical readiness management, and longitudinal medical surveillance.
- Integrating with existing DHS systems for HR data and external exam providers. The solution must also ensure compliance with relevant laws such as OSHA, HIPAA, and others while providing role-based access controls to protect sensitive information.
Place of Performance
The contract will be performed within a DHS-approved cloud environment located within the continental United States.
Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract activity under DHS Office of Health Security, including task order support for electronic patient care reporting systems. For example, The One 23 Group received a $196,687 task order (05/10/25–05/09/26) for professional services supporting an Information System Security Officer (ISSO) function for OHS, and Widepoint Integrated Solutions received a $58,291 task order (09/22/25–09/21/26) providing mobile support and services for the EPCR OHS systems and applications. These prior efforts appear related to the current Occ Health EHR/MIS requirement because they involve ongoing support/security and operational services for OHS electronic health record–adjacent applications that likely share similar workflows, integrations, and governance needs.
