The purpose of this Request for Information (RFI) is to:

  1. Obtain information regarding the capability of industry to meet the above requirements with references of previous or similar work.
  2. Obtain information regarding ability for industry to meet the requirements via GSA Schedule.

Submission Instructions

Responses to this RFI shall be submitted in Microsoft Word format. Responses are due no later than 5:00 PM ET, April 16, 2026. Responses shall be submitted in writing via e-mail only to the Contracting Officer, Paul Barrett at paul.barrett@cbp.dhs.gov. Proprietary information, if any, should be minimized and must be clearly marked as proprietary and separated. Please note, all submissions will be Government property and will not be returned.

Please note, this is an RFI only, issued solely for planning and market research. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This RFI does not commit the Government to contract for any supply or service. Further, CBP is not seeking proposals at this time and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be incurred solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. The information provided in this RFI is subject to change and is not binding on the Government.

Background
The U.S. Customs and Border Protection (CBP) is seeking professional real estate paralegal support services for its Office of Chief Counsel (OCC). These services are essential to assist OCC attorneys in the legal and administrative processes related to land acquisition necessary for the planning, design, and construction of border barrier systems and related infrastructure. The contract aims to provide nine paralegals and one program manager to support these tasks.

Work Details
The contractor will perform a range of tasks including:

1) Title Review: Assist with title review for CBP-funded land acquisition, identify title defects, prepare summaries of reviewed items, and perform legal research.

2) Due Diligence Support: Provide support for boundary, land title, and right-of-way surveys primarily in the Southwestern United States.

3) Appraisal Support: Review appraisal reports to ensure compliance with federal standards and assist in determining just compensation amounts.

4) Land Acquisition and Negotiations Support: Draft land acquisition instruments, review documentation for acquisitions, prepare negotiation documentation, and perform legal compliance reviews.

5) Litigation Support: Assist in litigation efforts related to real estate activities and prepare court documents.

6) FOIA Support: Review and respond to FOIA requests related to land acquisitions, including document preparation and redactions.

Period of Performance
The contract will have a base period of one year with three additional option periods of one year each.

Place of Performance
The principal place of work will be primarily in Texas and Arizona along the southern border.
