This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
This is a combined synopsis/solicitation. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be a 100% set-aside for Small Business procurement. The solicitation number is W912PM25QA014 and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 541360 with a small business size standard of $28.5M. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-03.
Description of Requirement: The Contractor shall furnish all services, labor, equipment, supplies, tools and incidentals necessary to perform vibracore sampling, development of drilling logs, laboratory testing of soils, and other services as specified herein. A total of 110 vibracores are to be drilled offshore of Oak Island, North Carolina, in Long Bay

Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced offer that is technically acceptable. See solicitation provision 52.212-2.

Each offeror must submit both a Price Quote and a Technical Proposal via EMAIL to rosalind.m.shoemaker@usace.army.mil and jenifer.m.garland@usace.army.mil. No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 1 2 x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission.

Background
The U.S. Army Corps of Engineers, Wilmington District, is issuing this solicitation for the Oak Island Vibracore Services project. The mission of the agency is to conduct subsurface investigations and geotechnical laboratory analysis for the Brunswick County Beaches in North Carolina.

The goal of this contract is to perform vibracore sampling and related services to support a General Reevaluation Report.

Work Details
The Contractor shall furnish all services, labor, equipment, supplies, tools, and incidentals necessary to perform the following tasks:
1. Conduct vibracore sampling;
2. Develop drilling logs;
3. Perform laboratory testing of soils;
4. Execute any other services as specified in the Performance Work Statement (PWS).

A total of 110 vibracores are to be drilled offshore of Oak Island, North Carolina, in Long Bay.

Period of Performance
The contract will be performed over a period of 185 calendar days from the date of award.

Place of Performance
The geographic location for performance is offshore of Oak Island, North Carolina.
