Oahu/PTA/KMC Emergency Response and Repair of High Voltage Systems

Background
This contract is issued by the U.S. Army Garrison Hawaii (USAG-HI) to provide emergency response and repair services for high voltage systems located at various Army installations on the islands of Oahu and Hawaii, specifically at Pohakuloa Training Area (PTA) and Kilauea Military Camp (KMC).

The installations on Oahu consist of approximately 241 buildings, serving a population of around 50,000 military personnel, government civilians, contractors, and their families. The contract aims to ensure that emergency calls are responded to within two hours and that repairs are conducted in compliance with applicable laws and safety standards.

Work Details
The contractor will perform non-personal services related to emergency repair work on high voltage systems. Key tasks include:
- Responding to emergency calls within two hours;
- Troubleshooting, repairing, and restoring high voltage electrical utility systems;
- Providing cost estimates for repairs;
- Maintaining compliance with OSHA standards;
- Ensuring all personnel possess necessary certifications such as Journeyman or Master Electrician;
- Submitting official written reports detailing work performed and parts replaced.

Specific locations for performance include Fort Shafter-Flats, Aliamanu Military Reservation (AMR), Tripler Army Medical Center (TAMC), Wheeler Army Airfield (WAAF), Schofield Barracks (SB), Helemano Military Reservation (HMR), Combat Aviation Brigade (CAB), Command-and-Control Facility (C2F) on Oahu, as well as PTA and KMC on Hawaii. The contractor must also manage excavation permits, utility location, traffic flow during maintenance, restoration of landscape damage, dust suppression during work activities, and ensure access to fire detection systems.

Period of Performance
The contract is expected to commence on February 6, 2024, with various updates noted through August 18, 2024.
