The site visit scheduled for Wednesday 12/09 at 10:00 am PST has been changed to a Zoom Meeting the same day from 10:00am PST thru if needed 2:00pm PST . The reason for this is due to the new order for the California Bay area of shelter at home due to the resurgence of the Covid pandemic. Please email the names of all people needing to be included in the virtual site visit no later than 2:00 PM PST Tuesday 12/08 to (rob.risch@usda.gov) so that invites to the Zoom meeting can be sent.

This is a Solicitation announcement for the U. S. Department of Agriculture (USDA), Agricultural Research Service (ARS), West Regional Research Center (WRRC) 800 Buchanan Street Albany CA. 94710.. This is a request for quotations for the Operations and Maintenance (O&M) contract as listed below. This announcement is an 8(a) Set-Aside for Small Business Concerns. The USDA is seeking a Firm Fixed Price proposal from a qualified Contractor to furnish labor, and supervision necessary to accomplish, the work as provided in the attached Performance Work Statement (PWS).

As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USDA will provide no hard copies. The solicitation, consisting of various solicitation documents, specifications, forms, and drawings will only be available for download at no charge at the Contract Opportunities website (https://beta.sam.gov/).

All interested offeror's (prime contractors & subcontractors) should register at https://beta.sam.gov/ so that others will know of your interest in participating in this procurement. A Bidder's List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Offeror's responsibility to register at the Contract Opportunities (https://beta.sam.gov/) website. Offeror's are advised that they are responsible for obtaining ALL solicitation documents and acknowledging any amendments and should re-visit the Contract Opportunities (https://beta.sam.gov/) website periodically to check for any modifications to this notice, updates, or amendments without further notice from the USDA. Prospective contractors shall complete electronic annual representations and certifications at http://www.sam.gov/ (SAM), shall be registered in the System for Award Management (SAM) database at http://www.sam.gov, shall be verified in the Vetbiz Registry Information Pages prior to submitting an offer, and shall have completed the VETS-4212 report at: https://www.dol.gov/vets/vets4212.htm (if applicable).

Address ALL questions in WRITING to the issuing office via email to: ( rob.risch@usda.gov) no later than 12/08/2020. No telephone inquiries will be accepted.

The services required are to provide the full range of operational and maintenance support to the Albany Research Location. These services shall be provided to the entire complex, including existing buildings, greenhouses, structures, and appurtenances; renovated facilities and new construction. Facilities operations and maintenance functions shall include, but are not limited to, the areas of work management, preventive maintenance, building maintenance, alteration and repair, installations, grounds maintenance, utilities, including heating ventilation air conditioning and refrigeration (HVACR), electrical, plumbing, housekeeping, and administrative services. The Contractor shall provide all labor, supervision, supplies, materials, and equipment (except for those identified by the Government) for facilities operations and maintenance, and administrative support services to the Albany Research Location, as well as materials such as lubricants, coolants, refrigerants, chemicals and other necessary parts and supplies for providing operations and maintenance support.

The Contractor shall perform all work described in accordance with all Federal, State, and local laws, regulations, codes, technical manual specifications, manufacturer's guidelines, USDA and ARS directives. The Contractor shall perform all related services necessary to carry out the provisions of this contract, including quality control, financial control, work order management, management of records, files and libraries of documents including Federal, State and local regulations, code laws, technical manuals, and manufacturers' instructions and recommendations. The Contractor shall prepare reports, compile historical data, perform administrative work, and submit any necessary information, as specified or requested. The Contractor shall provide facilities design review/assistance for facility construction projects, as requested, by the Facilities Engineer (FE). This in-house review allows Contractor input as to the feasibility of integrating new connections (typically electrical, plumbing and HVAC) into existing utility systems; the Facilities Engineer prepares/finalizes review comments. Such functions are in direct support of the research mission of the Albany Research Location.

The Government shall provide use of facilities (office and shop space), general utilities and water services, as well as internet and VOIP phone service for use in performing contract requirements.
