Background
This is a non-personal, professional services requirements contract to provide medical surveillance services for the Army Corps of Engineers Walla Walla District (USACE-NWW). The USACE-NWW has an Area of Operations (AOR) that spans three states Idaho, Oregon, and Washington. Within the AOR there are eight operating projects that perform various missions from hydropower to fish conservation and flood control. Within these operating projects there are currently 350 employees that require medical surveillance exams. Most of the project sites are in remote locations, which make it difficult to send staff to required medical surveillance appointments.

Work Details
The Contractor will travel to each operating project or a designated location to provide medical surveillance exams for employees. USACE-NWW will determine what exams each employee requires based on the list of exams in attachment form 16.1 Medical Surveillance Service Request Form. The mobile clinic will remain onsite for a pre-determined number of days to complete exams for all required employees. At the end of the exam, the contractor’s provider will provide a brief post-exam consultation that will include reviewing the results of the hearing, vision, and biometric results.
Blood and Urine work will not be included in this consultation unless the results are provided the same day.

Period of Performance
The period of performance shall be for one Base Period of up to 12 months and four 12-month Option Periods. The performance periods are as follows: February 1, 2024 thru January 31, 2025 (Base Period), Option Period 1: February 1, 2025 thru January 31, 2026, Option Period 2: February 1, 2026 thru January 31, 2027, Option Period 3: February 1, 2027 thru January 31, 2028, Option Period 4: February 1, 2028 thru January 31, 2029.

Place of Performance
Medical surveillance services shall be performed at nine locations including McNary Lock and Dam in Umatilla OR, Ice Harbor Lock and Dam in Burbank WA, Lower Monumental Lock and Dam in Kahlotus WA, Little Goose Lock and Dam in Dayton WA, Lower Granite Lock and Dam in Pomeroy WA, Lower Granite Natural Resources Management (NRM) Office in Clarkston WA, Dworshak Project in Ahsahka ID, Lucky Peak Dam in Boise ID, and District Office in Walla Walla WA.
