Notice of Intent to Award Sole Source

The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD), intends to negotiate and award a 5-year Indefinite Delivery Indefinite-Quantity (IDIQ) contract with firm fixed priced task orders to Control Technology & Solutions LLC (CTS), for geothermal ground source heating, ventilation, and air conditioning (HVAC) conversions, under Federal Acquisition Regulations (FAR) 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated period of performance is from date of award (estimated September 16, 2021) through September 15, 2026, with no option periods.

The National Weather Service (NWS) Central Region comprises of thirty-eight (38) offices within fourteen (14) states and has been converting conventional HVAC systems into geothermal ground source heat pump systems under multiple CTS contracts since 2014. As more than half of the locations are complete, NOAA requires CTS to convert the last NWS Central Region locations. As such, this requirement will complete all necessary conversions by encompassing a specifically designed HVAC enhancement to maximize energy conservation, for which CTS provides proprietary designs including a specialized geo-thermal well field, internal heat recovery unit, and a customized Building Automated System (BAS) control system that interfaces between the NWS Central Region Headquarters' server located in Kansas City, Missouri and all associated NWS Weather Forecasting Offices. This customized BAS control system containing CTS proprietary software, accessed through the NWS centralized server, is the main access point to diagnosing and servicing the numerous NWS systems.

The North American Industry Classification System (NAICS) code for this procurement is 238220 (Plumbing, Heating and Air Conditioning Contractors) with a size standard of $16.5 million dollars.

However, the Government will consider written responses from all responsible sources received no later than 10:00 AM CST, on September 13, 2021, and shall be directed to Jason Niederwerder at jason.niederwerder@noaa.gov.

Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The Government will not be responsible for any costs of preparation in response to this announcement.
