NWR Shelter Replacement - Perry, Florida

Background
The National Weather Service (NWS) is part of the National Oceanic and Atmospheric Administration (NOAA) and is responsible for providing weather, water, and climate data, forecasts, and warnings.

The goal of this contract is to replace an existing shelter for a VHF 1000 watt transmitter located in Perry, Florida. The new building must be constructed of metal siding and a metal roof or a similar fiberglass structure, ensuring it is not permanently set (not real property).

Work Details
The contractor will be responsible for the following tasks:
1. Site Preparation: Provide detailed plans/drawings/specifications to the Contracting Officer's Representative (COR) at least 45 days before replacement is scheduled for approval.
2. Power Cut-over: Coordinate with local utility to safely disconnect power before demolition.
3. Disposal: Legally remove and dispose of the existing structure and all debris off-site.
4. Permits: Pull all necessary permits and ensure inspections are performed.
5. Foundation: Inspect the existing foundation and make repairs if needed; if the new building exceeds the size of the existing foundation, properly extend it with a new 3 foot by 4 foot pad poured at the current generator's location.

Period of Performance
The contract will be performed over a period of 120 days after the Notice to Proceed (NTP), specifically from July 15, 2026, to November 12, 2026.

Place of Performance
The construction projects will be performed at the NOAA Weather Radio NWR location at 8610 E. Jody Morgan Rd, Perry, FL 32347.

Bidder Requirements
Bidders must meet several requirements including being a small business as this opportunity is set aside for Small Business Set Aside - Total (SBA). Contractors must possess necessary licenses for construction work, provide bid/payment/performance bonds as required, and ensure compliance with safety qualifications.
