Description

The Defense Threat Reduction Agency (DTRA) intends to release a written solicitation, negotiate and award a sole source contract with a period of performance of 96 months to L3 Applied Technologies, Inc. (L3), 2700 Merced St, San Leandro, CA 94577, for an effort entitled DTRA Nuclear Weapon Effects (NWE) West Coast Facility Stimulator Program. The statutory authority for this non-competitive action is 10 United States Code (U.S.C.) 3204(a)(l), as implemented by FAR 6.302-1(a)(2)(iii)(A) and (B), Only One Responsible Source, and no other services will satisfy agency requirements.

Background
The Defense Threat Reduction Agency (DTRA) intends to award a sole source contract to L3 Applied Technologies, Inc. for the 'DTRA Nuclear Weapon Effects (NWE) West Coast Facility Stimulator Program.' The statutory authority for this non-competitive action is 10 United States Code (U.S.C.) 3204(a)(l), as implemented by 6.302-1(a)(2)(iii)(A) and (B), Only One Responsible Source, and no other services will satisfy agency requirements.

Work Details
The contract requires support for the development and application of various simulators and related equipment and diagnostics, including Double Eagle (DE), Pithon, Modular Bremsstrahlung Source (MBS), Short-Pulse Gamma (SPG), Pulserad 1150 (PR1150), Quad Eagle, and Pithon II. The contractor will be responsible for enhancing the functionality and availability of the simulators for research, development, test and evaluation to assure that the critical defense systems meet mission nuclear hardening and survivability (NH&S) requirements as mandated by Department of Defense (DoD) Instruction 3150.09 and United States Strategic Command (USSTRATCOM) Instruction 501-2.
Additionally, the contractor will perform R&D to improve the NWE capabilities of the WCF simulators, provide engineering and scientific testing support to DTRA and other defense-related programs, and support the disposition of DTRA-owned equipment via dismantlement or transfer if required.

The period of performance for this contract is 96 months.
