Description

This is a source sought notice for information and acquisition planning purposes. This is not a request for proposals (RFP) and formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract or order. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided. This sources sought notice is provided as a means of conducting market research to identify parties having an interest in and the resources to support Emergent Submarine Repair for unique supplies, technical/engineering services, and nuclear-related trade labor in support of nuclear-powered submarines and associated platforms.

The Government requires specialized contractors with unique capabilities and skills to furnish supplies and services in support of:

Nuclear-Powered Submarines

Special Mission Submersibles and Host Submarine Interfaces

Nuclear-Powered Moored Training Ships

Submarine Support Facilities

CMMC Requirements

Due to the sensitive nature of the data involved in submarine design, maintenance, and nuclear-related tasks, contractors will be required to handle, process, and store Controlled Unclassified Information (CUI). To be considered for this requirement, contractors must comply with the Department of Defense's cybersecurity requirements. The anticipated requirement for this BOA is Cybersecurity Maturity Model Certification (CMMC) Level 2 (C3PAO).

The estimated ordering period is May 2027 - May 2032

NAVSEA invites all interested potential sources to submit written information sufficient to demonstrate the respondent's ability to accomplish the requirements described in this notice. NAVSEA is especially interested in determining small business capability and interest. Responses must be submitted electronically via email to the points of contact listed in this notice by the prescribed response date. All information received bearing proprietary markings will be handled in accordance with applicable statutes and regulations. Responses to this notice will not be returned. An acknowledgement of receipt will be provided for all responses received. If you do not receive an acknowledgement within two (2) business days, please notify the points of contact listed in this notice.

Responses to this notice must provide the following basic information:

1. Company name

2. Physical address

3. CAGE code

4. Unique Entity Identifier

5. Business size status (based on the NAICS code for this notice)

6. Type of small business (if applicable)

7. Approximate number of employees

8. Name, title, email address, and phone number for point(s) of contact

9. Interested vendors must detail their current CMMC compliance status and ability to safeguard CUI in their capability statements.

10. Interested vendors must detail their current nuclear qualification/certification.

The information obtained from submitted responses may be used by the Government in the development of a procurement strategy. Information submitted in response to this notice will become the property of the United States Government. Respondents should mark any materials submitted with the appropriate restrictive markings. Information that is proprietary or competition-sensitive may be protected from disclosure under the public records statutes only if properly labeled as such.

This requirement may be a limited competition between General Dynamics Electric Boat (GDEB) and Huntington Ingalls Industries Newport News (HII-NNS). These two private shipyards are the only known nuclear qualified and certified shipyards capable of performing this work. A determination of the Government to not compete this effort based on responses received to this notice is solely within the discretion of the Government. Companies interested in subcontracting opportunities shall contact GDEB or HII-NNS directly.
