THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is a market research tool being used to determine the availability and capability of potential sources prior to determining the method of acquisition and whether the Government will proceed with this acquisition. The Government will not pay for any information solicited. If a contract is ultimately pursued, responses to this synopsis will be used to aid in determining whether the acquisition is set-aside for small business or in establishing small business subcontracting goals. All qualified firms are encouraged to respond.

Background
The National Telecommunications and Information Administration (NTIA), within the U.S. Department of Commerce (DOC), manages the use of the radio frequency (RF) spectrum by federal agencies. The NTIA's associated information technology (IT) systems for managing federal RF-spectrum use are outdated, and there is a need to modernize these systems to make the spectrum more accessible for government and commercial users alike. The Federal Spectrum Data Systems (FSDS) project aims to modernize NTIA spectrum IT systems with goals including strengthening security, modernizing IT platform, enhancing spectrum analysis, improving and streamlining spectrum process, and improving spectrum data.

Work Details
The contract will involve modernizing NTIA's legacy spectrum IT systems to provide a modernized solution for their IT systems that provide RF spectrum management. This includes managing radio frequency assignments & authorizations, certifying RF-dependent systems, managing RF reallocations and transitions, providing IRAC records management and workflow support, and visualizing and sharing RF information. The modernized FSDS solution will be enabled and simplified by shared services and components that replace outdated engineering functionality with new standards and reusable engineering, data, and workflow services for all supported business processes. It will also include a foundational enabling suite of capabilities, services, processes, and technologies such as a DevSecOps environment, a security architecture, and a common data framework.
