What: Naval Surface Warfare Center Philadelphia Division (NSWCPD) Big Blue IV (BB4) MAC Contract Industry Day

NSWCPD plans to conduct an industry day for the purpose of advising industry about its next generation requirement for Big Blue 4 MAC Contract. This program supports transition of Hull, Mechanical & Electrical machinery technology to the U.S. Navy active/reserve fleet and supports various sponsors for Navy Modernization Programs.

Reference DRAFT Statement of Work (SOW) attached on this announcement for additional background information.

Industry Day will allow the Navy to discuss the various projects in an effort to enable industry partners to help strategize an approach to meeting the upcoming demand. NSWCPD will post the presentation materials after meeting occurs. All briefings and discussions will be conducted at an unclassified level.

NSWCPD will send registered persons who submitted a ticket request from the above Eventbrite link, a Microsoft Teams link prior to the event for audio, visual and Q&A access. For those unable to register for Microsoft Teams, NSWCPD will provide a conference call dial in number for audio access to the presentation.

Participants are encouraged to submit questions in advance. Registered participants will be able to submit questions to the government during the event through the Microsoft Teams platform. A Q&A summary will be made available after the event for those unable to attend.

Please submit advance questions by Friday March 13th at 12:00pm EDT to Emily-rebecca.simpson.civ@us.navy.mil. Questions should include the subject line "BB4 Industry Day Vendor Question - [Insert Company Name] - [Insert Detail Here]". Do not include any procurement sensitive, controlled unclassified or classified information in submitted questions.

All federal contractors (large and small) that are interested in learning about these NSWCPD requirements are encouraged to attend this event. There is no cost to attend this event.

Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this Industry Day notice. The Government will not assume liability for costs incurred by any attendee for travel expenses or marketing efforts.

Background
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and fleet support for the Navy’s ships, submarines, military watercraft, and unmanned vehicles.

The mission of NSWCPD is to transition Hull, Mechanical & Electrical (HM&E) machinery technology to the U.S. Navy active/reserve fleet and support various sponsors for Navy Modernization Programs. This contract primarily supports large modernization programs and critical-path alterations that are accomplished during Navy availabilities.

Work Details
The contractor will provide blue collar installation and technical services for upgrading HM&E systems and deploying technologies that improve availability, increase reliability, enhance ship mission readiness, and decrease maintenance workload. The scope includes:
- Providing labor, materials, and resources to integrate and modify shipboard and shore-based systems.
- Supporting major modernization programs through industrial installation and testing of new technologies.
- Developing In-Process Control Procedures (IPCPs) utilizing NAVSEA Standard Items.
- Conducting systems engineering including fault analysis and operations sequencing capabilities.
- Providing Quality Assurance (QA) inspections to ensure proper installation of technologies.
- Preparing documentation such as Ship Change Documents (SCDs), Ship Alterations (SHIPALTs), Temporary Alterations (TEMPALTs), etc.
- Rehabilitation of affected spaces to original or equivalent condition post-installation.

Place of Performance
Work will primarily be conducted on U.S. Navy Surface Ships, Carriers, Submarines, Service Craft, as well as Foreign Military Sales platforms and other DOD locations worldwide.
