NSWCEN - NAVSUP Wireless Spiral 4 - Exception to Fair Opportunity

Background
The Naval Special Warfare Center (NSWCEN) plans to award a Task Order under the NAVSUP DoD Wireless Services (Spiral 4) Multiple Award Contract to AT&T. The contract is being issued under the authority of 10 U.S.C. 2304a through 2304d, and it is a limited source action to acquire wireless telecommunications services for Smartphones and MiFi units for NSWCEN Headquarters Staff, subordinate Command Staff, and Ranges Staff. The contract will have a base period of performance plus four one-year option periods, with a total estimated value over five years.

Work Details
The required supplies/services include nationwide and international voice, texting, and data plans for Smartphones and MiFi units. The services are essential for reliable communication, real-time data sharing, and rapid response during high-risk training evolutions at NSWCEN, including fire simulations, hazardous material handling, and active shooter drills.
Additionally, reliable services are required in FirstNet covered remote locations to ensure emergency preparedness and rapid response. The contract will be solicited and awarded in accordance with Subpart 16.5.

Period of Performance
The Period of Performance (PoP) is for a base plus four one-year option periods.

Place of Performance
The geographic locations where the contract will be performed include NSWCEN Headquarters, subordinate Command Staff locations, Ranges Staff locations, as well as remote/austere locations outlined in the SOW.
