Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and Subpart 13 as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for the acquisition of Brand Name to IMTEK Cryogenics CNP60 Liquid Nitrogen Generator with a CNP60 Chiller and Oxygen Sensor that meet the specifications outlined below. This solicitation is set aside for small business. This announcement constitutes the only solicitation, and a written solicitation will not be issued. Quotes are being requested under Request for Quotation (RFQ) no. N0016725Q1034. The NAICS code is 333248 and the business size standard is 750 Employees.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2025-03 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20250117. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS.

The Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible quoters on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with quoters.

  1. Price Quotes must include all applicable costs.
  2. Technical Quotes must reflect the required specifications included in the RFQ.

Questions/clarification regarding this solicitation must be submitted via email to michael.s.brodie7.civ@us.navy.mil by April 23, 2025, at 12pm EST. All questions will be answered in an amendment to the solicitation.

Quote packages are due by April 30, 2025, at 12:00pm EST. Late quotes will not be considered. Quote packages shall be sent to michael.s.brodie7.civ@us.navy.mil and contain a cover sheet that provides the following information:

  1. Official Company Name.
  2. Point of contact including name and phone number; and
  3. Cage Code number.
  4. SAM UEI number

Background
The Naval Surface Warfare Center Carderock Division (NSWCCD) is seeking to procure a liquid nitrogen generator to support its operations. The goal of this contract is to acquire an IMTEK Cryogenics CNP60 Liquid Nitrogen Generator, along with a CNP60 Chiller and Oxygen Sensor, which will enable the production of high purity liquid nitrogen and facilitate the replenishment of storage tanks. This acquisition is set aside for small businesses.

Work Details
The contract requires the delivery of an IMTEK Cryogenics CNP60 Liquid Nitrogen Generator or an equivalent product that meets the following specifications:
- Produces high purity liquid nitrogen
- Minimum production capacity of 60 liters per day
- Internal storage capacity of up to 120 liters
- Connection for a transfer hose to fill external tanks
- Maximum dimensions: 3ft (W) x 5ft (L) x 5ft (H)
- Internal, oil-free air compressor with optional external compressor
- Compressed air requirement: ≥7 L/hr at 10 bar (147 psig)
- Closed loop water cooling system with maximum dimensions of 5ft (L) x 2ft (W) x 3ft (H)
- Helium compressor with 99.999% purity at 15-15.3 bar (220-225 psig)
- Built-in Oxygen Sensor for content consistency monitoring
- Self-installable and user-friendly equipment
- Built-in nitrogen generator with purity ≥99%, dew point up to -70°C, flow rate of 2 L/hr, and ambient temperature range of +5°C to +40°C
- Compliance with CE Conformance standards including ISO 12100:2010, IEC 60204-1, and ISO9001:2015
- Cooling water flow rate: 9 L/min at max. 4 bar
- Operating requirements: 1.5-2.0 bar
- Minimum 6-inch color graphic touch screen for operational status monitoring and one-button liquid nitrogen transfer capability
- Single switch operation and ability to control all components through the diagnostic screen
- Noise level <65 dB at 1 meter and scalability for increased liquefaction capacity as needed.
