Background
The Naval Air Warfare Center Training Systems Division (NAWCTSD) has requirements to: (1) procure new and modified Navigation, Seamanship, and Shiphandling (NSS) Training systems; (2) provide continued life cycle support of established NSS training systems under NAWCTSD’s cognizance; and (3) continue the establishment and fielding of a Navigation, Seamanship, and Shiphandling Trainer (NSST) software baseline using a Modular Open System Approach (MOSA). The NSST system is designed to holistically support the Surface Navy’s requirements for the training, qualification, and certification of individual watchstanders and watchteams in the performance of job tasks related to navigation, seamanship, and shiphandling. NSST devices are deployed to training sites throughout the world. NSST development is currently being delivered under contract N6134018D0002 (via 5 delivery orders) initially by CSRA LLC and subsequently novated to General Dynamics Information Technology (GDIT). This IDIQ is delivering: a. An initial software baseline (NSST baseline 0) establishing initial core capabilities and a software baseline update (NSST baseline 1) focused in increasing the NSST systems capabilities to simulate U.S. Navy ship specific interfaces

Work Details
This Special Notice is to notify prospective contractors of the latest information related to the NSS acquisition. The reference Sources Sought for the acquisition above remains an intended solicitation as a competitive acquisition. Changes to Planned Schedule include delays of approximately four months from the previous notice. The timeline of events has been adjusted with new dates for RFP Posted, Pre-Proposal Conference, Proposals Due, Contract Award, and Debriefs. Information Regarding Demonstrations includes details on anticipated demonstrations such as physics model demonstration sample task and stress test demonstration sample task. Interested parties are requested to affirm or reaffirm their interest in submitting intent to propose for this effort by 22APR22.
