Background
The U.S. Department of Housing and Urban Development (HUD) is seeking to continue operations for the National Standards for the Physical Inspection of Real Estate (NSPIRE) Information Technology (IT) solution through a new stand-alone bridge contract.

This contract is necessary to maintain functionality while a competitive requirement is being procured for services under contract no. 86615322C00005. The goal is to ensure uninterrupted support for the NSPIRE IT solution, which utilizes Millsapps, Ballinger & Associates’ (MB&A’s) ExAM4 Inspections application to meet agency mission objectives.

Work Details
The contractor will provide ongoing Operations and Maintenance Support Services for the NSPIRE IT solution, specifically focusing on:

- Maintaining operations of the proprietary software;
- Facilitating data exchange between internal HUD systems;
- Enabling users to conduct full end-to-end inspection cycles;
- Integrating systems with inspection-related legacy applications;
- Supporting advanced analytics-driven decision-making.

The services are critical to prevent any break in service during the transition to a new competitive recompete.

Period of Performance
One (1) 6-month base period from May 23, 2026, through November 22, 2026, followed by two (2) 3-month option periods: Option Period 1 from November 23, 2026, through February 22, 2027, and Option Period 2 from February 23, 2027, through May 22, 2027.

Place of Performance
The contract will be performed at locations associated with HUD operations.

Bidder Requirements
The contractor must be MB&A LLC as they are uniquely qualified due to their ownership of the ExAM4 Inspections application and familiarity with HUD’s infrastructure. They must demonstrate capability in providing ongoing support for this proprietary software which is essential for fulfilling HUD's NSPIRE inspections requirements.

This opportunity appears to have a confirmed incumbent based on prior contract 86615322C00005 awarded to Millsapps, Ballinger & Associates (value $10,867,200; 04/26/22–05/22/26), which provided NSPIRE IT implementation support and transitioned HUD PMO responsibilities to the MB&A delivery team. The current NSPIRE IT Operations & Maintenance bridge contract is intended to continue functionality for the same NSPIRE IT solution using MB&A’s ExAM4 Inspections application, and the solicitation references maintaining operations and data exchange/integration capabilities during a transition to a new recompete. A closely related O&M award (86615426C00007) to the same awardee further supports continuity of ongoing NSPIRE IT support activities.
