Background
The NSF Ecosystem for Low-dimensional Electronics: Growth, Assembly, Nanoelectronics, and Translation (NSF ELEGANT) program aims to enhance the U.S. position in advanced microelectronics technologies critical for artificial intelligence, high-performance computing, and national security.

This program seeks to translate research into industry-adoptable technologies through collaboration among various stakeholders.

Work Details
The contract involves the selection of an Ecosystem Coordinator and Expert Performer Teams across five Translation Themes:
1) Manufacturable Materials Platform;
2) Process Technology and Process Design Kit;
3) Device, Circuit and Full-Chip Demonstration;
4) Manufacturing Readiness and Transition;
5) AI-Enabled Acceleration.

The Ecosystem Coordinator will facilitate collaboration among teams, support NSF oversight, and ensure progress towards meeting program objectives. Each team will focus on achieving specific Translational Endpoints that demonstrate readiness for industrial adoption. The program emphasizes strong industry participation and accountability for outcomes rather than traditional research outputs.

Period of Performance
The anticipated period of performance spans six years, divided into three successive Government-funded phases of approximately 24 months each.

Bidder Requirements
Eligible bidders must be U.S.-based incorporated entities such as institutions of higher education or for-profit organizations. Proposals must identify a Principal Director who is a full-time employee of the lead organization. Teams may include sub-awardees from U.S.-based entities but not foreign sub-awardees.

The NSF Ecosystem for Low-dimensional Electronics: Growth, Assembly, Nanoelectronics, and Translation (NSF ELEGANT) program will position the U.S. for success in translating advanced microelectronics technologies into next-generation capabilities for artificial intelligence, high-performance computing, advanced communications, and other key technology areas critical to national security and economic competitiveness.

To achieve program objectives, this Other Transaction Agreement Solutions Offering (OTASO) seeking an Eecosystems Ccoordinator and Expert Performer Teams in five translation themes:

  • Theme 1: Manufacturable Materials Platform.
  • Theme 2: Process Technology and Process Design Kit.
  • Theme 3: Device, Circuit and Full-Chip Demonstration.
  • Theme 4: Manufacturing Readiness and Transition.
  • Theme 5: AI-Enabled Acceleration.
