Background
The NSA Portsmouth is undertaking a project to enhance its pierside defueling complex by installing two service racks and associated infrastructure. This initiative aims to support mission requirements effectively while ensuring compliance with environmental standards.

Work Details
The contractor will be responsible for the installation of two service racks, conduit, duct bank, fiber optic cable, and necessary equipment. The work must adhere to the Environmental Management System (EMS) policies and objectives of the installation, ensuring that all tasks are performed in compliance with environmental regulations. The contractor must support government personnel during environmental audits, maintain records, and take corrective actions for any noncompliance. Special attention is required for hazardous waste management, including compliance with CERCLA and RCRA regulations. The contractor must implement erosion control measures and stormwater management practices. Additionally, if land disturbance exceeds one acre, the contractor is responsible for preparing a Stormwater Pollution Prevention Plan (SWPPP). The contractor is also responsible for managing natural resources on-site, protecting historical and archaeological resources, and ensuring proper waste disposal procedures are followed.
