The U.S. Naval Research Laboratory requires Hazardous Waste Disposal, Laboratory Analysis and emergency services, to include all necessary labor, supervision, equipment, materials, packing, containers, labels, packing slips, Land Disposal Restriction documents, Manifests (State and Uniform Hazardous Waste Manifest), and services. The Contractor shall provide items designated by NRL's Hazardous Waste Coordinator to accomplish the profiling, packaging, labeling manifesting, transportation and off-site (off NRL property) treatment, stabilization and/or disposal, and the sampling of unknown materials, on an as needed basis. The Contractor shall also be responsible for the disposal and or treatment of , per-and Polyfluoroalkyl substances (PFAS), Perfluorooctanoic acid (PFOA), Perfluorooctane Sulfonic Acid (PFOS), and Gen X contaminated waste, waste water, soil or equipment, fire testing support and rental equipment. The above services may be considered Normal Routine Services, On-Demand Services, or Emergency Response Services.

Services shall be performed at the seven (7) Naval Research Laboratory locations; specifically, NRL- DC main campus, located in Washington, D.C., and the following field sites located at Blossom Point (Charles County, MD), Chesapeake Beach Detachment (CBD) (Calvert County, MD), Tilghman Island (Calvert County, MD), Patuxent River Naval Base (St. Mary's County), and Pomonkey (Charles County, MD, in the state of Maryland, and Midway Research Center (MRC) in Quantico, Virginia.

Amendment 1 posted on 12/14/2023 removes the RFQ requirement regarding the submission of a Small Business Participation Plan.

Amendment 2: Issue a revised spreadsheet correcting the CLIN 0002 description and correcting the CLIN number for the CLIN 0003 Equipment Rental on the "Waste" tabs.

Closing date for submission of RFQ extended to 1/8/2024, 1200PM EST.

Background
The U.S. Naval Research Laboratory (NRL) requires Hazardous Waste Disposal, Laboratory Analysis, and emergency services at seven NRL locations. The services include profiling, packaging, labeling, manifesting, transportation, off-site treatment, stabilization and/or disposal, and sampling of unknown materials.
The Contractor is also responsible for the disposal and/or treatment of specific hazardous substances and contaminated waste, waste water, soil or equipment.

Work Details
The Contractor shall provide Hazardous Waste Disposal, Laboratory Analysis, and emergency services at seven NRL locations. The services include Normal Routine Services, On-Demand Services, or Emergency Response Services. The anticipated line item structure for the Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm-Fixed Priced (FFP) delivery orders is based on the items outlined in the Statement of Work.

Period of Performance
The ordering period of performance is five years plus a six-month extension contract.

Place of Performance
Services shall be performed at NRL-DC main campus in Washington, D.C., and six field sites located in Maryland and Virginia.
