Description

Baca and Las Animas Counties, Colorado

The Contractor shall furnish the necessary personnel, supplies, materials, and incidentals necessary to provide Cultural Resource Inventory and Recordation services for NRCS-Colorado as described below and in accordance with the work statement attached to and hereby made a part of this solicitation.

The NRCS is providing federal funding through the U.S. Department of Agriculture's Farm Bill for Environmental Quality Incentives Program (EQIP) projects in multiple counties throughout the state of Colorado. These projects are undertakings under Section 106 of the National Historic Preservation Act (NHPA) and its implementing regulations, 36 CFR 800. Historic property identification and documentation within the respective areas of potential effect (APE) is required under 36 CFR 800.4. This requirement is for pedestrian survey and cultural resources documentation within the APEs described in the attached statement of work (SOW).

Background
The Natural Resources Conservation Service (NRCS) is providing federal funding through the U.S. Department of Agriculture’s Farm Bill for Environmental Quality Incentives Program (EQIP) projects in Baca and Las Animas Counties, Colorado.

The mission of the NRCS is to help people conserve, maintain, and improve the nation’s natural resources and environment. This contract aims to fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA) for historic property identification and documentation within designated areas of potential effect (APE).

Work Details
The Contractor shall furnish necessary personnel, supplies, materials, and incidentals to provide Cultural Resource Inventory and Recordation services as outlined in the attached work statement.

The tasks include conducting pedestrian surveys and documenting cultural resources within three specified APEs totaling approximately 64.4 acres across three projects:
1) Project 748B052505B involves drilling a new water well and installing a shrub row on approximately 19.2 acres near Campo;
2) Project 748B05250GB includes installing livestock pipelines and watering facilities over approximately 41.9 acres northwest of Kim;
3) Project 748B052508V entails installing fencing, drilling a well with a solar pump, and placing a watering facility on approximately 3.3 acres northeast of Vilas.

Period of Performance
The estimated period of performance for this award is from August 1, 2026, to January 31, 2027.

Place of Performance
The work will be performed in Baca and Las Animas Counties, Colorado.

Bidder Requirements
This acquisition is set-aside for small business concerns. Offerors must demonstrate technical capability through qualified personnel with relevant experience in cultural resource inventory services, including holding necessary permits from the State of Colorado’s Office of Archaeology and Historic Preservation (OAHP).
