*Funds are presently available for this action. Requirement Description: The National Park Service, Northeast Region 1 requires scope and cost validations (SCVs) for IR1 Parks in support of Repair/Rehab projects to reduce maintenance backlogs at parks with region-identified priority projects. The purpose of this work is to evaluate conditions, confirm project scopes are comprehensive, generate costs for aforementioned scopes and update project descriptions, justifications, and other essential information required to accurately define the project needs. This work is considered pre-design services. The base project list consists of seven (7) SCV's at six (6) different Parks. Option 1 consists of one (1) SCV at one (1) Park. Option 2 consists of one (1) SCV at one (1) Park. Option 3 consists of one (1) SCV at one (1) Park. Instructions to Offerors: Contractor quotes shall be complete and must include the following: General 1. Cover Letter with Company Letterhead, inclusive of GSA Contract # and Point of Contact. 2. Questions must be submitted, in writing, to Mr. Cole Johnson, Contracting Officer, at Cole_Johnson@NPS.Gov NLT the closing date/time of this notice. PRICE 1. Total Price, inclusive of the base work and all options. TECHNICAL. To be considered for award, quotes must be determined Technically Acceptable by meeting all of the following Technical SubFactors: SubFactor 1: Capabilities Statement. Quote shall include a brief capabilities statement demonstrating the firm's ability to address and provide cost and scope of services for rehabilitating various types of systems, which may include: a. HVAC and Geothermal Systems b. Fire Suppression Systems c. Roofing Systems, including Water Shedding Systems d. Drainage Systems and Stormwater Conveyance e. Exterior Pedestrian-scale Hardscape Systems and; f. Transportation Paving Systems. SubFactor 2: Past Performance. Quote shall include no more than three (3) previously performed contracts, public or private, detailing project scope, cost, period of performance, and customer. Past Performance cited shall be recent (within 5 years) and relevant to the Scope of Services affixed herein. SubFactor 3: Draft Schedule. Quote shall include a draft schedule inclusive of milestones and an estimated completion date. Firm's may use a starting date of 1 July 2023 for purposes of establishing a draft schedule. 1 July 2023 is an arbitrary date and shall only be utilized to establish a draft schedule. SubFactor 4: Key Personnel. Quote shall include any Key Personnel -- These may be directly employed by the firm or via subcontracting. Provide a brief summary of the personnel's level of experience with the same or similar work contemplated in the Scope of Services. AMENDMENTS. 1. Contractors shall acknowledge all amendments to this solicitation upon submission of their quote. Evaluation of Quotations The government will make award to the responsible firm whose quote conforms to the solicitation and represents the best value to the government. Best value is determined by identifying the contractor's quote that is complete, priced fairly and reasonably, meets all Technical requirements, and clearly demonstrates ability to perform IAW the SOS, price and non-price factors considered. In determining the Best Value, Technical may be considered more important than Price. 1. Completeness. The government will evaluate quotes, first, for completeness. In order to be considered complete, the quote must meet the criteria stated above in the Instructions to Offerors. Quotes that do not provide all requirements stated therein will be considered incomplete -- Award will not be made to that firm. 2. Fair and Reasonable Price. The government will then order quotes from lowest total price to highest total price. Prices will be evaluated for fairness and reasonableness via comparison of competitive quotations. Quotes which are not considered by the Contracting Officer to be Fair and Reasonable will not be considered for award. 3. Options. Options shall be evaluated as part of the total price. The government may or may not elect to award options at the time of award. Funds availability is the primary factor in awarding options at the time of award. 4. Technical Acceptability. The government will evaluate the lowest three (3) priced quotes against the following Technical SubFactors: SubFactor 1: Capabilities Statement To be considered Technically Acceptable, the quote includes a brief capabilities statement demonstrating the firm's ability to address and provide cost and scope of services for rehabilitating various types of systems, which may include: a. SubFactor 2: Past Performance: The quote includes no more than three (3) previously performed contracts, public or private, detailing project scope, cost, period of performance, and customer. Past Performance cited is recent (within 5 years) and relevant to the Scope of Services affixed herein. Firm's that do not provide Past Performance will still be evaluated, however, the government reserves the right to select a contractor who's past performance demonstrates best value to the government. The government may pull past performance from it's own databases; such information, if obtained, will be used in determining overall Best Value. SubFactor 3: Draft Schedule: Quote includes a draft schedule inclusive of milestones and an estimated completion date. The schedule is orderly, reasonable, and provides enough information for the NPS to understand the overall performance period planned by your firm. SubFactor 4: Key Personnel: Quote includes a list of Key Personnel -- The personnel are identified as either Prime or Subcontractor personnel. The quote provides a brief summary of the personnel's level of experience with the same or similar work contemplated in the Scope of Services. If, during evaluation of the lowest three (3) quotes, a quote is identified as being the Best Value, the evaluation process stops. Award shall be made to that firm. If, during evaluation of the lowest three (3) quotes, a quote is not identified as being the Best Value, the next lowest three (3) quotes shall be evaluated until either: a.
