Background
The anticipated procurement is for Battlespace Modeling and Simulation (BMS) Engineering Services, issued by the Naval Air Warfare Center Aircraft Division (NAWCAD). The goal of this contract is to support the Department of the Navy's mission by providing engineering services that enhance modeling and simulation capabilities.

The government seeks constructive feedback from industry stakeholders to refine the requirements outlined in the Draft Performance Work Statement (PWS).

Work Details
The contractor will be required to provide engineering services related to battlespace modeling and simulation. Key tasks include:
1. Providing at least one facility within 20 miles driving distance of NAS Patuxent River that includes a GENSER Secret level laboratory space with at least 3000 square feet and a minimum of 30 workstations.
2. Conducting operations in shifts as necessary.
3. Ensuring all contractor personnel supporting SCI requirements obtain a Top Secret clearance prior to starting any SCI level work.
4. Accessing special networks as required for performance, with prior written approval from the Contracting Officer Representative (COR) or Procurement Contracting Officer (PCO) for material purchases.
5. Providing professional labor categories with specified qualifications, including key personnel requirements.

Place of Performance
The primary place of performance is Patuxent River, MD, with additional work potentially conducted at contractor sites as defined in the PWS.
