Notice to Sole Source Mobile Analytical Tool Suite   2

The Defense Threat Reduction Agency intends to award a contract on a sole source basis to Sealing Technologies Inc. to maintain DTRA's cyber assessment tools and build-out greater functionality for storage and analytics on a non-stationary platform. This is a follow-on contract to the award Sealing Technologies Inc. received as a result of the DoD Rapid Innovation Fund BAA.

The Government contemplates awarding a Firm Fixed Price contract. The North American Industry Classification System (NAICS) code is 541715, and the Product Service Code (PSC) is DA01.

THIS IS NOT A REQUIREMENT FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of publication of this notice to submit in writing to the identified point of contact clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Reponses received after fifteen (15) days, with or without the required information, will be considered non-responsive to this notice and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion. The Government will not reimburse for any expense incurred to respond to this notice. In the absence of qualified sources, a contract will be awarded under the "Other Than Full and Open Competition" procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source.
