This Request for Proposal (RFP) is for Psychological Testing Services to be performed to support the mission of the United States Capitol Police (USCP), Office of Background Investigations and Credentialing (OBIC). The Contractor shall perform services in accordance with the Statement of Work (SOW).

The Government intends to award a Firm-Fixed Price Contract. The resultant Contract will have a base period, which will be effective upon contract execution and shall be effective for one (1) year followed by four (4) one-year option periods.

The proposed contract action is for Psychological Testing Services in accordance with the SOW. The NAICS code is 621330 - Offices of Mental Health Practitioners (except Physicians).

UPDATE:

Due to issues encountered with posting the amendment for the Psychological Testing Services Request for Proposal (RFP) on Sam.gov, the due date for both the USCP response to questions AND the submission of proposals is hereby extended.

The USCP response to questions will be posted on Sam.gov no later than Monday, March 20, 2023.

The due date for submission of proposals is hereby extended from Wednesday, March 8, 2023 at 3:00 PM to Wednesday, March 29, 2023 at 3:00 PM.

Offerors who submitted proposals by the original due date of March 8, 2023 have the option to update and resubmit their proposals by the revised due date of March 29, 2023, if they so choose.

Background
The United States Capitol Police Office of Background Investigations and Credentialing seeks professional psychological testing services to support recruitment processes and fitness-for-duty evaluations.
The USCP, responsible for protecting Congress and its facilities, requires candidate suitability assessments and ongoing psychological evaluations in compliance with federal employment and disability standards.

Work Details
Provide psychological screening, schedule and administer a computer-based test battery, and conduct structured clinical interviews for pre-employment and fitness-for-duty evaluations, supporting up to 1,440 applicant screenings and 60 fitness evaluations annually;
Submit proposed methodologies and testing protocols;
Retain completed materials for five years;
Deliver encrypted evaluation reports with standardized suitability determinations;
Audio record interviews;
Submit monthly progress reports detailing accomplishments, plans, issues, and recommended actions;
Comply with professional and statutory standards including APA, ADA, ADAA, GINA, IACP, EEOC, HIPAA, PHIPA, PIPEDA, and USCP hiring standards.

Period of Performance
Base period from March 15, 2023 through March 14, 2024, with four one-year option periods through March 14, 2028.

Place of Performance
Services performed at United States Capitol Police facilities in Washington, DC, with remote and virtual capabilities as required.

Bidder Requirements
Offerors must be a licensed clinical organization with significant law enforcement/public safety psych testing experience;
Provide oversight by state-licensed doctoral-level clinicians (e.g., licensed psychologists or medical doctors);
Ensure interviews and testing are conducted by state-licensed master’s-level clinicians;
Maintain valid licensure in Maryland, Virginia, or the District of Columbia;
Demonstrate cultural competence and knowledge of APA, ADA, ADAA, GINA, EEOC, IACP, HIPAA, PHIPA, and PIPEDA requirements;
Complete annual continuing education including four hours of cultural competence training;
Submit test protocols and methodologies prior to implementation;
Staff working at USCP facilities must pass criminal background checks, fingerprinting, and hold USCP identification badges;
Enroll in E-Verify;
Submit conflict of interest certifications, non-disclosure agreements, key personnel qualifications, and past performance references.
