Notice of Proposed Contract Action (NOPCA)

The Secretary of the Air Force's Concepts, Development and Management Contracting Branch, SAF/CDMX-PK, Fort Washington, MD/Fairfax, VA, hereby gives a notice of intent to award on a sole source basis a Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to General Dynamics Mission Systems (GDMS), Cage Code 1VPW8, 8201 E. McDowell Road, Scottsdale, AZ 85257, to further develop, operate, and maintain the Trusted Network Environment (TNE ) technology. GDMS is the developer, owner, and sole source for the TNE technology, therefore, the proposed contract action is for services for which the Government intends to solicit and negotiate with only one (1) source in accordance with 10 U.S.C. 2304(a)(1) as implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to award by March 2024. Proposal are NOT being requested through this notice.

The North American Industry Classification System and Product Service Codes are 541512 Computer Systems Design Services and DA10 - IT And Telecom - Business Application/Application Development Software As A Service, respectively.

If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contracting Officer by 29 November 2023, 1200 CST. Interested firms must indicate whether they are large or small, identify any socio-economic classification, and state whether they are U.S. or foreign owned.
