Notice of Opportunity (NOO) for Energy Savings Performance Contract (ESPC) - Aviano Air Base, Italy

Background
DLA Energy will utilize the Department of Energy (DOE) Super Energy Savings Performance Contracts (ESPC) Indefinite-Delivery/Indefinite-Quantity (IDIQ) to award a Task Order (TO) for the customer's requirement. The DOE ESPC IDIQ contracts were awarded to twenty (20) Energy Service Companies (ESCOs) based on their capability to meet specified ESPC terms and conditions, with a contract term up to 25 years allowed under 42 USC 8287. Through ESPCs, prequalified ESCOs finance, develop and implement energy conservation measures (ECMs) for federal agencies at no upfront cost to the installation. The return to an ESCO is a contractually determined share of the energy cost savings generated by the ESPC project.

Work Details
The selected ESCO will be responsible for evaluating the feasibility of an Energy Sales Agreement (ESA) as part of an ESPC and providing a business case analysis comparing the benefits of an ESA within an ESPC to that of a typical ECM, as part of its Preliminary Assessment (PA).

The selected ESCO shall be responsible for the operation, maintenance, repair and replacement of all installed ECMs for the life of the contract. The ESCO will be required to develop a formal Preliminary Assessment (PA) and Investment Grade Audit (IGA), as applicable, per the DOE Fourth Generation ESPC IDIQ.

The selected ESCO shall be responsible for determining the actual energy consumption during the PA and IGA phases. Pursuant to the DOE Fourth-Generation ESPC IDIQ, Section C.12, Financial, Tax, or Other Incentives for Energy Efficiency and Renewable Energy and Water Projects, any applicable and allowable credits, rebates, and incentives from , Host Nation, utility companies, and private companies shall be pursued by the ESCO to the maximum extent practicable.

Period of Performance
The contract term can be up to 25 years allowed under 42 USC 8287.

Place of Performance
The DOE Super ESPC IDIQ contract will be used to award a TO to design, install, and operate an ESPC project at Aviano Air Base Italy.
