Description

NAVSUP Contracting, Site Okinawa intends to solicit and award a Purchase Order, in accordance with FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items, to Thermo Scientific Portable Analytical Instruments Inc., under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

This notice is not a request for competitive quotations. A solicitation will not be available for this requirement. The intent of this notice is for informational purposes only. Responsible sources may submit a capability statement by the notice closing date. A copy of the solicitation may be requested via email to the Contracting Officer listed below

Background
NAVSUP Contracting, Site Okinawa is issuing a notice of intent to award a Purchase Order to Thermo Scientific Portable Analytical Instruments Inc. This action is being taken under the authority indicating that only one responsible source can meet the agency's requirements. The purpose of this contract is to procure services related to the installation and maintenance of specific software on an XRF analyzer for the USS Frank Cable.

Work Details
The contractor will provide all labor, tools, and equipment necessary for the installation and maintenance of MINING and quantifiable lead paint software onto the Niton XL2 980 GOLDD Analyzer (Serial # 96144). The work includes:
1. Shipping of the analyzer to Thermo Scientific Portable Analytical Instruments Inc., with return shipping covered by them.
2. A maximum timeline of 90 days from receipt of the analyzer for completion of installation, with immediate communication required if delays occur.
3. Inspection and certification of all installation and maintenance performed by the contractor, ensuring quality assurance requirements are met.
4. Any modifications beyond the requested work must receive written approval from the USS Frank Cable’s Radiation Safety Officer prior to commencement.

Period of Performance
The expected Period of Performance is from October 1, 2025, to March 16, 2026, which includes two months allocated for shipping and three months for installation.

Place of Performance
The contract will be performed at Thermo Scientific Portable Analytical Instruments Inc.
