Description

US Customs and Border Protection CBP requires parking permits (spaces) for 33 Government -owned vehicles (GOVs) and government personally owned vehicles (POVs) for employees located at 90K Street NE, Washington, DC. CBP intends to negotiate, on a sole source basis, with Colonial Parking, Inc. for the renewal of parking space reservation at the 90K Street NE, Washington, DC 20002 for US Customs and Border Protection, under authority of FAR 6.302-l(a)(2) and 41 USC 253(c)(l).

*There is only one responsible source, as Colonial Parking, Inc. owns and operates the attached parking garage surrounding this office space. Colonial Parking, Inc. is the only vendor who can fulfill this need without undue expectations of the occupants. All other parking within 0.5 mile of the leased office space is full or doesn't have capacity to meet the requirements of the SOW. Market research was again conducted this year and will continue in future years in an attempt to find viable alternatives for a competitive award.
*This lease covers a period of performance for one base period, from 09/22/2023 through 10/31/2023 plus five option years.

*The North American Industry Classification System (NAICS) code for this acquisition is 812930 Parking Lots and Garages.

Work Details
The contract's purpose is to obtain 33 parking permits/spaces at 90 K Street for CBP Federal employees’ POVs and GOVs. The parking spaces will be utilized by employees with long and unusual hours, car/van pools, duty/watch officers, emergency response group first responders, and reserved handicap spaces.
The parking garage needs to be located within the building to accommodate official government vehicles. The scope includes ensuring safety and accessibility of employees and government equipment, providing stairwells and elevators, adequate lighting, surveillance equipment, and coded parking access into electronic cards within 24 hours of approval from the CBP Parking Program Administrator.
Technical requirements include an electronic system for parking access control, monitoring utilization data, valet parking assistance if needed, and security monitoring of the garage 24/7.
