Notice of Intent to award a sole source requirement to ADAIR RANGES INC (345 W. 32nd Street Yuma, AZ 85364-8107) for firing range facility usage. The U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP), Yuma Sector (YUM) has a requirement to secure a firing range facility for the ongoing training and qualification needs of mission personnel. Of the limited offerings within a 150-mile radius, only ADAIR RANGES INC offers the combination of weekday and night usage, diversity of range lengths, types of weapons supported, and the capacity to support 4,300 personnel firing sessions per year. Given the unique requirements of the range to be provided, and the lack of other existing facilities that can meet the necessary capabilities required, this action is limited to a single available contractor.
This proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i). This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement by Friday, August 30, 2024 at 10:00 am Arizona Time. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Any vendors who believe they can provide the proof of ability to meet the requirements should email their company's capabilities information to the attention of Contract Specialist Benjamin Dorgan by Friday, August 30, 2024 at 10:00 am Arizona Time. Information submitted should fully support the company's capability to meet the firing range requirements of the USBP Yuma Sector.

Background
The U.S. Customs and Border Protection (CBP), specifically the United States Border Patrol (USBP) Yuma Sector, is seeking to secure a firing range facility for the ongoing training and qualification needs of mission personnel.

The USBP is responsible for preventing the entry of terrorists and their weapons into the United States and for combating the illicit trafficking of people and contraband. Due to the unique requirements of the range and limited offerings within a 150-mile radius, ADAIR RANGES INC is identified as the sole source capable of fulfilling this requirement.

Work Details
The Contractor shall provide a firing range that meets all specified requirements:
1. The range must accommodate approximately 4,300 annual visits from Yuma Sector Border Patrol agents for live-fire training, practice, and recertification.
2. It must support at least 18 shooters per course of fire.
3. The range should be suitable for stationary discharge of pistols, rifles, and shotguns.
4. It must support occasional longer clear-span operations (up to 1,000 yards) for wheeled vehicle and sniper training.
5. Availability is required between 6:00 am and 10:00 pm on weekdays, with occasional weekend needs.
6. Facilities must include shade canopies and adequate restroom facilities for both male and female agents.
7. Water must be provided for sanitation purposes.
8. Secure storage for non-weapon support equipment such as targets and supplies is necessary.
9. The Contractor must restrict access to the range when unoccupied.
10. Infrastructure should allow internet access; costs will be borne by Yuma Sector.
11. Maintenance responsibilities include rehabilitation of soils, lead removal from backstop berms, erosion control measures, maintenance of perimeter access points, and repairs due to vandalism.
