Sole Source Notice 15-SS-0017

Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Office of Naval Research (ONR), intends to execute a 6 month sole source extension to ONR contract N00014-10-D-0062 under the statutory authority permitting other than full and open competition found at 10 U.S.C. 2304(c)(1) entitled, "Only one responsible source and no other supplies or services will satisfy agency requirements."

The 6 month sole source effort will be executed as a modification to Indefinite Delivery Indefinite Quantity (IDIQ) contract N00014-10-D-0062 with Concurrent Technologies Corporation (CTC), 100 CTC Drive, Johnstown, PA 15904. CTC is currently performing under the Navy Manufacturing Technology (ManTech) Metalworking Center (NMC) of Excellence.

CTC will continue to serve as a corporate repository of expertise, execute projects, conduct industry surveys, plan and conduct outreach activities to increase awareness of the NMC, disseminate manufacturing technology throughout the nation's shipyards and industrial base, and perform any other within scope requirements as assigned by the ONR ManTech Division.

Due to CTC's extensive historical knowledge and expertise of the above referenced requirements, CTC is the only company that can provide the required effort with sufficient high quality and timeliness. If a company other than CTC was selected to perform the work under this 6 month modification effort, they would lack the understanding of the ManTech program and be unable to execute prime/subcontractor agreements with the various industry partners used to successfully execute NMC. Awarding to an Offeror other than CTC would duplicate previous effort, increase cost and lengthen the program schedule for the Federal Government. Not extending the contract for the 6 month period would result in a lapse of services which would prove to be detrimental to the ManTech program. The competition for the new contract will be in process while the extension is in place. They will happen simultaneously to avoid a lapse in services.

The North American Industry Classification System (NAICS) code for this requirement is 541712 with the size standard of 500 employees.

This notice of intent is not a request for proposals or quotes. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.

A re-compete of the NMC effort is currently underway with a solicitation anticipated to be posted to FedBizOpps within the next 4-6 weeks from the posting date of this announcement. This action will be solicited for using full and open competition.
