Description

The Air Force Life Cycle Management Center (AFLCMC), Robins AFB, Georgia, has concluded their market research and intends to solicit and award a sole source Firm-Fixed Price (FFP) Requirements Indefinite Delivery Contract (IDC) action under FAR 13, Simplified Acquisition Procedures, to Spectro Scientific, Inc., CAGE 1BL81. The proposed North American Industry Classification System (NAICS) code for this acquisition is 811210, with a size standard of $34,000,000.

Spectrometers are the primary analytical instruments of the Oil Analysis Program. Spectrometers analyze a sample of oil to determine the type and size of elements present in an oil sample. Services will consist of telephone support, the shipment of parts, and on-site visits to inspect, repair, test and calibrate spectrometers used by the Air Force, National Guard, Air Force Reserve and the United States Army.

The proposed contract action is for supplies or services for which the Government intends to solicit with only one source, Spectro Scientific, Inc (CAGE 1BL81) using Other Than Full and Open Competition as prescribed by 10 U.S.C 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). Market research has concluded that Spectro Scientific is the only vendor able to meet specifications for this requirement.

The anticipated award date is 31 Dec 24. This notice is not a request for competitive proposals or quotes. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Although the Government intends to solicit and award a sole source contract action, all responsible sources may submit a capability statement, a bid, proposal, or quotation which will be considered by the Government if received no later than 23 Dec 24 at 1:00 PM EST.
