Notice of Intent to Sole Source: SEI Industries LLC., Original Equipment Manufacturer (OEM), "Dragon Eggs" Aerial Ignition Spheres

Background
The United States Department of Agriculture (USDA), Forest Service, Incident Procurement Operations (IPO), intends to award a sole source contract to Helifire LLC for the procurement of Original Equipment Manufacturer (OEM) SEI Industries, LLC. 'Dragon Eggs' Aerial Ignition Spheres, NFES #3412.

This contract is crucial for the National Incident Support Caches (NISC) program, which serves as the logistics backbone for wildland fire and all-hazard incidents. The goal of this contract is to ensure an uninterrupted supply of Dragon Eggs, which are essential components in the USDA-FS wildland firefighting infrastructure. Helifire LLC is the only authorized distributor for SEI Industries products, ensuring operational reliability and safety during fire missions.

Work Details
The contract will provide an estimated 4,000 cases of 'Dragon Eggs' per year. These Aerial Ignition Spheres are specifically designed for use with existing SEI Industries 'Red Dragon' Aerial Ignition Devices that are mounted on rotary-wing aircraft and Unmanned Aerial Systems (UAS) drones currently in USDA-FS inventory.

The Red Dragon dispensers are the only aerial ignition devices authorized for use in these systems as per guidelines from the National Wildfire Coordinating Group (NWCG). The items required under this contract include:
- 4,000 cases of 'Dragon Eggs' per year
- Compatibility with existing SEI Industries systems/equipment
- Compliance with USDA-FS equipment parameters

Period of Performance
The contract is expected to be issued on or about May 1, 2026.

Place of Performance
The products will be delivered to locations associated with the USDA Forest Service's National Incident Support Caches.
