Notice of Intent to Sole Source - RFX and Track for Roche 8100 to Sysmex 9100

The Indian Health Service, Navajo Area, Gallup Service Unit in Gallup, New Mexico intends to negotiate a single source award to Roche Diagnostics Corporation for RFX reformatting unit and bi-directional track for Roche 8100 to Sysmex 9100 Specimen Conveyor. Equipment is conformable for connection to Roche 8100 Total Automation specimen processing system and the Sysmex 9100 automation line already installed or to be installed at the facility.

NAICS 334516 with a small business set aside standard of 1,000 employees applies. The statutory authority permitting other than full and open competition is FAR 13.106-1(b), purchases not exceeding the simplified acquisition threshold may be solicited from one source if it is determined that the circumstances of the contract deems only one source available.

This notice of intent is not a request for quotations and a solicitation will not be issued in conjunction with the notice of intent. Any vendor that believes it can provide the stated supplies may provide a capability statement. Verbal responses are not acceptable and will not be considered. Responses to this notice shall be received no later than 2:00 pm MDT on July 21, 2023. A determination by the Government whether to issue additional Blanket Purchase Agreements for this requirement will be based upon responses to this notice and is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to issue additional BPAs.
