THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE NON-PERSONAL SERVICES CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - West (HCD-W), San Diego, intends to negotiate and award a firm fixed price contract for maintenance services for a Rees Temperature Monitor system. These services support Government-owned Rees Scientific Corporation equipment at the Armed Forces Whole Blood Processing Laboratory (ASWBPL) and the 60th Medical Group, Travis Air Force Base (AFB) in accordance with Federal Acquisition Regulation FAR 13.106-1(b)(1)(i), only one source being available to meet the Government's needs, to:

The objective of this sole source award is to procure non-personal services to perform comprehensive preventative maintenance, inspection, calibration, system upgrades, adjustments, and safety and operational checks to ensure the Temperature Monitoring system used at Travis AFB meets all manufacturer's specifications and applicable regulatory requirements. The anticipated period of performance for ECN: 54683 / 60 MDG is one base year plus four option periods and a 6-month optional period, from 10 August 2025 to 09 February 2031. The anticipated period of performance for ECN: 59486 / ASWBPL is one base year plus four option periods and a 6-month optional period, from 13 September 2025 to 12 March 2031.

Only Rees Scientific Corporation authorized personnel are equipped to perform maintenance support for the Temperature Monitoring system. This maintenance requires specialized calibration equipment available exclusively to Rees Scientific Corporation authorized personnel. Maintenance or service on the Temperature Monitoring system by unauthorized personnel will void any existing warranty or service contract provided with the Temperature Monitoring system.

This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services for Travis Air Force Base. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.

Background
The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - West (HCD-W), San Diego, intends to negotiate and award a firm fixed price contract for maintenance services for a Rees Temperature Monitor system.

This contract supports Government-owned Rees Scientific Corporation equipment at the Armed Forces Whole Blood Processing Laboratory (ASWBPL) and the 60th Medical Group, Travis Air Force Base (AFB). The goal is to ensure that the Temperature Monitoring system meets all manufacturer’s specifications and applicable regulatory requirements.

Work Details
The contractor shall provide non-personal services consisting of management, labor, tools, supplies, material, transportation and travel, parts, and replacement parts necessary to maintain and provide preventive and corrective maintenance service for the Rees Scientific Temperature Monitoring System located at 60th Medical Group and ASWBPL.

Specific tasks include:
1. Scheduled Maintenance Inspections: One scheduled preventive maintenance inspection per year performed by OEM authorized personnel, including system certification and corresponding reports.
2. Unscheduled/Corrective/Repair Services: Unlimited on-site corrective services performed by OEM-trained technicians to return equipment to operational status.
3. Technical Support Services: Unlimited remote technical support via phone or email, 24/7 for troubleshooting and guidance on system operations.
4. Software Support: Provision of software updates, patches, and field corrections as per OEM procedures with prior approval from the Government.

Period of Performance
The anticipated period of performance is one base year plus four option periods and a 6-month optional period for each of the two locations: from 10 August 2025 to 09 February 2031 for ECN: 54683 / 60 MDG; from 13 September 2025 to 12 March 2031 for ECN: 59486 / ASWBPL.

Place of Performance
The contract will be performed at Travis Air Force Base (AFB), California.
