The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price indefinite delivery indefinite quantity to Cardinal Health 414, LLC for radiopharmaceuticals supplies. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Regulation (FAR) Part 13.500 for supplies in amounts greater than the simplified acquisition threshold but not exceeding $9M. The contract will consist of an ordering base year and four option years; the period of performance for the base year is 01 October 2026 30 September 2027. Cardinal Health 414, LLC is the only source available to provide all required radiopharmaceuticals for the Radiology Departments at Naval Medical Center Portsmouth, Naval Medical Center Camp Lejeune, and Naval Hospital Jacksonville, Fl. The total estimated value is $4,337.998.85. This notice of intent is not a request for competitive proposals, and no solicitation document exists for the requirement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the three Radiology Departments within the Medical Treatment Facilities. Sources interested in responding to this notice are required to submit a capability statement that includes management information, technical data, and cost information in sufficient detail to demonstrate their capability of meeting all the requirements listed within the statement of work. The determination not to compete this proposed contract action is solely within the discretion of the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. Background
The Government intends to award a sole source Firm-Fixed-Price indefinite delivery indefinite quantity contract to Cardinal Health 414, LLC for the provision of radiopharmaceutical supplies. This contract is necessary for the Radiology Departments at Naval Medical Center Portsmouth, Naval Medical Center Camp Lejeune, and Naval Hospital Jacksonville, FL. Cardinal Health 414, LLC is identified as the only source capable of meeting the requirements for these critical supplies. The total estimated value of the contract is $4,337,998.85.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to deliver pharmaceutical solutions for cancer patients. The specific requirements include:

1. Delivery of all unit dose radiopharmaceuticals used by the Radiology Department at NMCP.

2. Delivery must occur at NMCP Receiving Dock from Monday to Friday between 0700 and 1600 hours.

3. Compliance with all applicable regulations regarding the transportation and handling of radioactive materials.

4. Routine delivery requirements include:
- Scheduled orders must be placed by fax no later than 1600 hours the day before use.
- Emergent orders must be delivered within 2 hours of being ordered.

- 99mTc MAA must not exceed maximum suggested particles per dose.
- All doses must be within +/- 10% (diagnostic) or +/- 5% (therapeutic) of requested activity at calibration time.
