Description

The U.S Census Bureau Intends to award a non-competitive contract to Amgraf, Inc to provide software and support for software One Form Designer Plus (OFDP). The statutory authority permitting other than full and open competition is Federal
Acquisition Regulation (FAR) 13.501(a) in accordance with 41 U.S.C.1901.

Background
The U.S. Census Bureau (USCB) intends to award a non-competitive contract to Amgraf, Inc. to provide software and support for One Form Designer Plus (OFDP).

The contract aims to enhance the Questionnaire Design & Metadata (QDM) application platform and ensure adaptability to Enterprise-wide IT solutions. The USCB's mission is to serve as the nation's leading provider of quality data about the American people and economy, requiring continuous technical support and software maintenance for effective survey operations.

Work Details
The contractor will provide technical support services to enable USCB staff to build upon the existing QDM application platform. Key tasks include:
- Providing a form rendering system and paper/electronic forms solution interface for the QDM repository system.
- Ensuring response field consistency throughout the questionnaire process from content creation through processing and tabulation.
- Delivering an enterprise software license and maintenance support for survey operations.
- Offering technical solutions that encompass new methodologies and IT governance processes for quality data products.
- Developing features such as a fully automated XML-based rendering engine, a Windows PC-compatible interactive GUI application 'forms designer', a master XML schema for layout modeling, batch composition and pagination engine, print output options, and pixel-by-pixel comparison for proofing assurance.
- Incorporating User Experience (UX) principles in all applications to enhance usability and accessibility.
