Notice of Intent to Sole Source: OPERATION & MAINTENANCE MANUAL TO INCLUDE STARTUP AND DECOMISSIONING SUPPORT, GROUNDWATER TRANSFER AND INJECTION PILOT STUDY PROJECT, VICKSBURG DISTRICT, US ARMY CORPS OF ENGINEERS

DESCRIPTION OF WORK: The U.S. Army Corps of Engineers, Vicksburg District Contracting Office intends to issue a sole source contract to ASR Systems, LLC, for up to a three (3) year duration to complete a detailed Operations and Maintenance manual, to include Technical Training and Closeout Decommissioning guidance for the Groundwater Transfer and Injection Pilot (GTIP) study aimed at documenting the effectiveness of groundwater injection within the Mississippi River Valley Alluvial Aquifer (MRVAA).

The Government intends to procure from only one source under the authority of FAR 6.302-1(a)(2) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This will be a stand-alone contract for Architect / Engineer Services. Interested parties may submit capabilities and qualifications to provide these services in writing to the identified point of contact not later than 12:00 p.m. CST on 20 May 2020. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFQ/RFP will be issued based upon this Notice of Intent.
