NOTICE OF INTENT TO SOLE SOURCE - Office of Under Secretary of Defense (OUSD) Modeling and Reasoning Artificial Intelligence (MRAI) Hub OpSim Integration

The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on need for experimental continuity of Government research and development efforts based in an infrastructure of proprietary technology and services. The Government intends to solicit and negotiate with Cole Engineering Services, Inc. (CESI), 2710 Discovery Drive Suite 100 & 200, Orlando, Florida 32826-3301, USA (CAGE: 3VFR8), for OUSD MRAI Hub OpSim Integration.

This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror's who believe they can meet the Government's requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
