Notice of Intent to Sole Source Management and Mess Hall Attendent Services MCBH

Marine Corps Installation Pacific Regional Contracting Office Hawaii (RCO-Hawaii) intends to solicit and award a sole-source bridge conttract under the authority of 10 U.S.C. 2304(c)(1), as set forth in FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Award will be to incumbent Hawaii Department of Human Services (Ho'Opono), the state licensing agency under the Randolph-Sheppard Act ( RSA ). The anticipated period of performance will be two years from 1 May 2022 30 Apr 2024 with a six month extension period per FAR 52.217-8.

Services to be obtained are management and mess hall attendant services ( M&MA ) at Marine Corps Base Hawaii Anderson Hall and satellite dining facilities.

RCO-Hawaii previously competed this requirement as an RSA priority/8(a) small business Set Aside under RFP M00318-17-R-0003, and award was made to an 8(a) vendor. This is the fourth consecutive Bridge Contract for this requirement. RCO-Hawaii is enjoined from awarding food service operations to other than Ho'Opono due to a preliminary injunction granted by the U.S. District Court of Hawaii on August 21, 2019. RCO-Hawaii is required to maintain Ho'Opono as the vendor by entering into bridge and/or similar contracts pending the outcome of arbitration being conducted pursuant to the Randolph-Sheppard Vending Stand Act (R-SA), or the lifting of the injunction. To date, the Department of Education (USDoE) has not convened the arbitration panel and the injunction remains in effect. See the attached justification and approval for additional information.
