Description

NOTICE OF INTENT TO SOLE SOURCE

NOAA's Marine Operations Center, Acquisitions Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Imtra Marine Products of New Bedford, Massachusetts for the procurement of five (5) each Libra replacement quick-acting, watertight hatches. Imtra Marine is the sole Libra distributor in the United States.

The sole source determination is based on the requirement for Libra brand name fire rated, aluminum, thermal insulated, quick-acting, lever-type watertight hatches for marine vessels. These hatches must carry type approval and certification from the American Bureau of Shipping (ABS) and Det Norske Vertitas (DNV) both being Maritime Standards Organizations with certify doors, hatches, and other deck/hull components for maritime vessels. ABS/DNV type hatches are required for a vessel to maintain ABS certification.

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.

Background
NOAA's Marine Operations Center, Acquisitions Branch, intends to negotiate on a sole source basis with Imtra Marine Products of New Bedford, Massachusetts for the procurement of five (5) Libra replacement quick-acting, watertight hatches. Imtra Marine is the sole distributor of Libra products in the United States. The contract aims to fulfill the requirement for fire-rated, aluminum, thermal insulated, quick-acting, lever-type watertight hatches that are essential for marine vessels. These hatches must carry type approval and certification from the American Bureau of Shipping (ABS) and Det Norske Veritas (DNV), which are necessary for maintaining ABS certification for maritime vessels.

Work Details
The contract involves the purchase of five (5) quick-acting A-60 rated watertight hatches (QAWTH) that are type approved and certified by ABS and/or DNV-GL. The specific requirements include:
- Provide Libra WRH-F-A60 S3 Watertight Steel Flush hatch Large (10+3) per attached drawing or equal.
- Hatches shall have the following characteristics:
- Flush mounted
- Single lever quick acting watertight mechanism
- Steel door construction
- A-60 fire rating
- Stainless steel 316 alloy frames
- Hinged design
- Watertight tested to 3.3 meter water column per ABS
- Radius corners
- Thermal insulation
- Moving parts made of stainless steel
- Sandblasted and primed with marine epoxy coating.

The dimensions for each hatch are:
- Width: 36 inches
- Length: 48 inches
- Hinge direction: On the long side.

Period of Performance
Deliverable schedule is set for August 1, 2024.
