Background
NIST Acquisition Management Division, on behalf of the Communications Technology Laboratory, Public Safety Communications Research (PSCR), fosters nationwide public safety communications interoperability through research, development, testing, and evaluation.
To ensure accurate testing, monitoring, and measurement of LMR and LTE signals within NIST standards, PSCR must maintain manufacturer-approved calibration, uncertainties, and guardbanding for Keysight equipment.

Work Details
Three-year (annual) manufacturer-approved calibration, uncertainties, and guardbanding service for Keysight equipment:
- Keysight N9030B Signal Analyzer (S/N MY57140856): Required Functional Tests (Internal Alignment; Effective DANL Option NFE; Frequency Response Unpreselected Preamp On).
Performance Tests with Measurement Uncertainty (Frequency Reference Accuracy; Power Bandwidth Accuracy; Resolution Bandwidth Switching Uncertainty; Residual Responses; Noise Density; Displayed Average Noise Level; IF Frequency Response at 1.825 GHz, 6.0 GHz, 11.0 GHz, 15.35 GHz, 21.80 GHz with Preamp On/Off and Low Noise Path; Frequency Readout Accuracy; Frequency Span Accuracy at 10 MHz, 40 MHz, 85 MHz; Count Accuracy; Spurious Responses (First Order Spurs; Higher Order Spurs; Image/Multiple/Feedthru Spurs in Standard and 85 MHz IF Paths); Gain Compression; Third Order Intermodulation Distortion; Second Harmonic Distortion (Standard and Low Noise Paths); Absolute Amplitude Accuracy (Preamp Off/Electronic Attenuator Off; Preamp On; Electronic Attenuator On); Input Attenuation Switching Uncertainty; Display Scale Fidelity; Phase Noise; Frequency Response 300 kHz–3.6 GHz (Preamp Off; AC Coupled; Option EA3; Preamp On); Frequency Response Above 3.6 GHz (Preamp Off; Preamp On); Frequency Response at 300 kHz).
- Keysight PNA-X N5249B Network Analyzer (S/N MY57181586): IF Frequency Response; Total Absolute Amplitude Accuracy High Frequency (with Preamp On); Source Power; Absolute Amplitude Accuracy; Dynamic Accuracy.
- Keysight DSOX3034T Oscilloscope (S/N SG56310019): DC Vertical Gain Accuracy; DC Dual Cursor Accuracy; Bandwidth; Time Base Accuracy; Internal Trigger Sensitivity; External Trigger Sensitivity.
- Keysight MSOX6004A Oscilloscope (S/N SG58030024): Tests and measurements with stated measurement uncertainty per manufacturer standards.
- Keysight MSOX2014A Oscilloscope (S/N MY58100689): Time Base Accuracy; Internal Trigger Sensitivity; External Trigger Sensitivity; DC Vertical Gain Accuracy; DC Dual Cursor Accuracy; Bandwidth.
- Keysight N4001A Noise Source (S/N SG44420153): Reflection; ENR; Write Calibration Data to SNS.
Deliverables include a certificate of calibration and measurement results for each piece of equipment upon completion of service.

Period of Performance
Three years, with one calibration service performed annually.
Each calibration service must be completed within one week of equipment receipt, with service dates scheduled within 90 days of contract award.

Place of Performance
All work at the contractor’s facility; equipment picked up from and returned to the NIST Boulder campus (Colorado) at the contractor’s expense.

Bidder Requirements
Offeror must be the original manufacturer (Keysight Technologies) with specialized knowledge and manufacturer-approved calibration capability.
