Notice of Intent to Sole Source - Indian Health Service Splunk Cloud Service Licenses

Background
The Indian Health Service (IHS) is seeking to award a sole source contract to RavenTek Solution Partners LLC for the renewal of their existing Splunk cloud subscription environment. This acquisition aims to ensure that IHS can maintain ongoing cybersecurity operations without disruption.

The current Splunk-based cloud environment supports enterprise cybersecurity and security operations activities, which are critical for the agency's mission.

Work Details
The contractor will provide a one-year renewal of the following services and products:
1. Splunk Cloud Platform - Subscription with Federal Compliance impact level controls, Encryption at Rest, and Premium Success Plan - 404 SVC (Renewal), GovCloud (US East).
2. Splunk Enterprise Security Essentials with Premium Success Plan - 404 SVC (Renewal), GovCloud (US East).
3. Splunk Cloud Subscription with Federal Compliance impact level controls, Encryption at Rest - Data Storage - 500GB increments (Renewal), totaling 11,680 units, GovCloud (US East).
4. Splunk Cloud Subscription with Federal Compliance impact level controls, Encryption at Rest - Dynamic Data Archive - 500GB increments (Renewal), totaling 5,300 units, GovCloud (US East).

The contractor must ensure continuity of service without interruption and provide all necessary documentation confirming successful renewal.

Period of Performance
One (1) year from July 22, 2026 through July 21, 2027.

Place of Performance
Primarily remote as an electronically delivered cloud subscription service hosted in GovCloud (US East).

Bidder Requirements
The contractor must be authorized to provide the required subscriptions and renewals for U.S. Federal customers. They must provide genuine and fully supported subscriptions and maintain compliance with federal standards including encryption-at-rest capabilities.

The contractor should also demonstrate the ability to coordinate administrative actions necessary for activation of the renewal and prevent service interruptions.
